不带付款头的 POST 会返回 HTTP 402 与 base64 的 PAYMENT-REQUIRED 挑战（免费，可直接观察）。
付款后重放同一请求即得结果。返回体为 {ok, receipt, report}——receipt 面向人，
report 是机器可读的完整结构化结果，不做篇幅裁剪。

1. 从付费返回的 report.flags[] 取一条的 rule_id
2. GET /api/rules?id=<rule_id> 拿到该规则的官方出处与原文
3. 与该条 evidence.source / evidence.text 比对
4. 再拿 quote 回到你提交的原文里检索——引用是逐字的，命不中的条目在管线中已被丢弃
